According to a google search his name is Chiu Chung Yat. All of the relevant searches seem to place him as an 8 Drunken Immortals practitioner.

I could swear that I recognize that drunken form teacher as having been featured in a book (back in the '80s?) written by Leung Ting. Though I don’t recall what the title of that book was.
