Okay all, I’m looking for a good (actually working) program that can take PDF scanned copies of Chinese Book pages with Chinese Text and will convert same in to English text! Surely there must a be a program “out there” that can do this. Let me know???

Well, no, there isn’t.
Translation isn’t transliteration for one thing and therefore there isn’t really software out there that can properly translate a page. A human with understanding of some depth in both languages is required to interpret and then translate what is being said.
It’s probably in your best interest to spend the few years it takes to learn to read and write in chinese and then you can be assured by your own interpretations. the google translate software can do phrases and even some blocks of text and makes attempts at whole pages, but is still not that robust.
yes many and many good old books are scanned with PDF files.
I myself also scanned many of my collection of old books.
Paper books aged or worn over time.
Translation is hard even for a Chinese speaker.
Such is the life.
Such is the zen.
Meaning understanding the words is one thing.
Truly to understand the functions of what is said is another.
