The Nam Yang white crane guys use them. It’s just a form of axe at the end of the day (halberd=poleaxe, therefore short halberd=axe), indeed one of my junior classmates uses them instead of axes as they’re lighter.
this inbreeding has got to stop!

I thought it said “southern twin half-breds”;

It doesnt looks for me like a Southern set, but at least the weapon you are looking for. I have seen John Barbary performing a Southern Double Axe Set.

Shouldnt the techniques be similar except of course the twin halberds can be most likely used with both sides ?
Kind regards,
