It’s “Bring Me the Head of Alfredo Garcia” (1974) directed by Sam Peckinpah and featuring Warren Oates.
The two guys in the clip are Sappensly (Robert Webber) and Quill (Gig Young).
They are a pair of urban "dispassionate’ hitmen on a quest in rural Mexico.They are presented rather ambiguously as gay. This scene has a dual purpose in that it adds to the ambiguously gay characterization of Sappensly (the person he hits is a woman) and in demonstrating the violent ruthlessness of the two hitmen as they are in the bar on no-nonsense business.
I’m with Roger Ekbert on this one, the film is a masterpiece, it’s well worth seeing.
Warren Oates has his own version of “Wilson” (Castaway) in this one.

Yeah I saw that. I haven’t see it for a long while. The action shifts back and forth across the border. I think this scene is where the ambiguously happy amigos contact Warren Oates and send him into Mexico and they follow.
Lots of Mexican flavour in this film, don’t worry.
Peckinpah! Yeah, It shocks all the way through, but this film is meaningful. Yeah! really.

when images are presented without proper context, it is folly to expect everyone to accept them for anything more than face value.
At face value the imagery portrayed is highly offensive.
In context, it is part and parcel to a wider story, which is NOT expressed contextually at all with the presentation of the image of man elbow striking a women who was being a little forward.
My big problem with this imagery is that more women don’t act like that.

In context, the woman getting hit is a prostitute.
To the best of my knowledge, all prostitutes behave in this manner as a ways and means of soliciting for the paycheck.
