He’s the black sheep of the TWC family. I met victor years ago and he rubbed me the wrong way … many many times. If it weren’t for his arrogance, he could be a very nice guy. I also have to admire him for staying with his teacher despite all the adversity in their organization. - Ken
Unfortunately I have to agree…
I’m a member of WWCKFA and wanted to resume my training with Sifu Parlati but I felt uneasy about his class.
One good thing if you can ignore his seemingly rough exterior and attitude, is his commitment to WC. He also added to the style; including in it tonfa, knife and ground defense training.
Personally, I plan to go to him for private lessons to get my remaining forms, Biu Jee, 108 Wooden Dummy, and a refresher on the Advance Siu Lim Tao.
I take a Universal Stance regarding the Martial Arts.

seriously, check out some other schools in the ny area. dont limit yourself. lots of places to learn -
