i mean, how many reps, and how long time should you hold the legs in one rep?
i do one set of 40 then one of ten.
i breathe in when my legs are on their way down, in gently on the way up, and then exhale forcefully when i push my rump up.
i only hold the push part for as a second or so while breathing out.

it also helps alot to make sure that you keep the rasing of the legs and of the rump two seperate movements.
you will not be able to force yourself up as high but it will concentrate the work more into your abs.

Leg raises are not the best exercise for lower abs. Pelvic lifts are. Pelvic lifts are merely the opposite of crunches.
Lay on your back. Grab something to stabilize your torso. If you are laying on a bench, grab the bench over the top of your head. Raise your legs so that they form a 90* angle with your torso. Keeping your legs pointing straight up raise your pevis up off the ground. Pause for a moment at the top of the movement. Intesity can be increased by elevating the head of your bench to increase the angle or by adding weight to your ankles.
