Sometimes when you have to take out the garbage-the hands can be relatively steady while you move quickly forward like a mouse to take the garbage where it belongs.

with timing you can walk them into a wall keeping your hands fairly steady and without muscle-ing..

I think it means something like this:
When doing hand techniques, the legs are keeping your balance. When doing leg techniques (kicking for example), the hands are working to keep your balance/structure.

Does that make any sense?

I believe it means that if you choose to not run away from an encounter, you must fight.

If you run from an encounter, you will never have to fight.

I think this quote over simlifies things. It implies that the feet must move if the hands are stationary, and vise-versa.

If the body is cordinated as one piece then they should work together at all times.
