Renato 'Babalu' Sobral was the one doing the choking. I heard he got fined 50k, his whole purse, but I could be mistaken.

**** I have been choked out more often than I care to remember, in judo its almost mandatory to leave someone sleeping every randori !

Yes. Every fighter knows the rules. You don't have to release a hold because of a tap, but when the referee is telling you the fight is over and is having to try and break the hold, IMO that's going too far and does deserve a large fine.
If you indeed train that way, you are asking to be injured.

From the Gif posted, it didn't look that bad. maybe the video shows somethign different.

Dude, he held a submission hold for 3-5 seconds AFTER the referee touched Babalu after Heath had tapped. Thats not good. He not only should be fined, he should be suspended.
It's not how bad it looks to you or me, it's the fact that he knows the rules and he flagrantly broke them.

ya thats messed up. the ref was actually shaking the guy trying to get him to release.
thats why we have rules, no one likes brain damage.
edit: ok, maybe GDA does....but i think thats a diff story..

If you indeed train that way, you are asking to be injured.
You also won't be training for long if you train that way. It won't be long before one of your training partners "accidentally" throws on a nasty heel hook and doesn't notice you tapping.

You don't get to see that from the gif posted, anyone got a video link?
And yes, if you hold on longer than you should on any sub, you should get fined, there is no gray area there.

The gif shows it clearly. Watch Heath tap with his right hand. Immediately the ref puts BOTH his hands on Babalu, yet Babalu holds on. The ref actually starts pushing on Babalu's arm/shoulder area and after a second or two more, he lets it go.
